Looks like an afternoon outing for Richard Hoye of Bethesda and his canine companion Rudder, 4, a lab-mix. But, this is their preferred mode of transportation. “We are carefree and this is how we get around,” he said. Rudder has been riding shotgun with Hoye from puppyhood.
